THE Under-Secretary of State for the Colonies presents his compliments to the Under-Secretary of State for Foreign Affairs, and is directed by the Secretary of State to transmit, for the information of Sir E. Grey, with reference to the letter from the Foreign Department of the 6th instant, copy of a Confidential despatch to the Governor of Hong Kong, on the subject of the proposals of the Chinese Government for gradually abolishing the use of opium.

Downing Street, February 20, 1907. I HAVE the honour to inclose printed copies of correspondence with regard to the proposals of the Chinese Government for gradually abolishing the use of opium.*
2. I should be glad to receive your observations as regards the points in these proposals which especially concern Hong Kong. I understand that His Majesty's Minister at Peking is in communication with you on the subject.
3. It is the desire of His Majesty's Government to meet the wishes of the Chinese Government in this matter as far as possible.
